About the role
We are seeking a highly meticulous and contractually sharp Senior Contracts & Procurement Engineer to lead the end-to-end procurement, tendering, and contract administration workflows for our specialized Marine Package.
Operating at a PMC level, you will manage the heavy commercial and legal lifecycles of major coastal infrastructure packages. This role goes beyond standard procurement; it demands an engineer who fundamentally understands the acute logistical constraints, specialized marine contractors, international sourcing of imported materials, and critical long-lead equipment unique to working on, over, or adjacent to the sea.
Responsibilities
- End-to-End Tendering & Procurement: Formulate procurement strategies, manage the entire tendering process, evaluate commercial bids, and onboard elite, highly specialized international marine contractors.
- Contract Administration & FIDIC Governance: Supervise post-award contract administration, ensuring all operations, deliverables, and claims strictly comply with FIDIC conditions of contract and project requirements.
- Marine Sourcing & Supply Chain Oversight: Mitigate risks associated with long-lead marine equipment and heavily imported materials by maintaining precise expediting controls.
- Contractual Correspondence & Documentation: Draft flawless contractual letters, addenda, and official project notices. Establish an ironclad audit trail for all variations, amendments, and procurement packages.
- Cross-Functional Synchronization: Maintain continuous coordination with the Commercial, Planning, and Site/Construction teams to align contractual obligations with physical site milestones and financial limits.
- Claims Prevention & Defense: Analyze potential variations and contractual disputes proactively, providing structured technical-commercial feedback to defend the client's interests.
Requirements
- Education: Bachelor’s degree in Engineering, Quantity Surveying, or Construction Management is mandatory.
- Specialization: Formal specialization in Contracts or Commercial Management is preferred.
- Acceptable Alternative: Exceptionally strong, hands-on contracts and procurement leadership on mega projects can fully substitute for formal specialization.
- 10–12+ years of total experience in contracts, procurement, or commercial management.
- Typical Progression: Expected path of Contracts Engineer $\rightarrow$ Senior Contracts Engineer $\rightarrow$ Senior Contracts & Procurement Lead.
- Borderline Consideration: 8–9 years of highly relevant marine contract experience may be evaluated. (Candidates with less than 8 years of experience will not be considered).
- Industry Background: Strong experience in marine, coastal, or maritime infrastructure projects (dredging, reclamation, piling, breakwaters, port facilities) is a distinct and strong advantage.
- Environment: Proven capability working within complex, multi-package, multi-contractor development frameworks.
- Marine Procurement Acumen: Fluent understanding of the localized and global logistics constraints, vessel mobilization realities, and material supply chains inherent to marine construction.
- Flawless Contractual Communication: Superb written and verbal communication skills, paired with an absolute, rigorous attention to detail in technical documentation.
- Analytical Problem-Solving: Highly skilled at deconstructing complex, multi-layered claims, variation requests, and price adjustments under pressure.
- FIDIC Training: Formal training and practical, hands-on application of FIDIC contract forms is essential.
- Project Management Professional (PMP) certification is a distinct advantage.
- Formal coursework or certifications in Procurement, Tendering, Claims Management, or Contract Law are highly preferred.
Benefits
- High-Stakes Exposure: Complete oversight of the commercial backbone powering high-profile, legacy-defining marine mega-projects.
- Client-Side Leadership: A prominent PMC role driving critical-path commercial governance directly alongside executive project leadership and global entities.
- Dynamic Professional Culture: Collaboration within a high-performing ecosystem flanked by top-tier technical, planning, and maritime engineering specialists.
